Citation Abstract: This study aimed to identify the main challenges of implementing e-learning in Palestinian universities and ways to mitigate them according to certain variables, using a descriptive-analytical approach with a 48-item questionnaire applied to a sample of 281 students from humanities and applied faculties at Al-Quds Open University and Al-Ummah University in Gaza. Results showed that the main obstacles were students’ engagement with non-educational sites, large curriculum size, some instructors’ belief that e-learning diminishes their teaching role, insufficient devices, and weak inter-university cooperation. Statistically significant differences were found according to the type of education in favor of open learning, while no significant differences appeared regarding gender, faculty, or major. The study recommends activating academic guidance and enhancing inter-university collaboration to develop e-learning.
